Due to the importance and high position of "Theoretical Foundations of Fundamental Transformation" in the document collection of Fundamental Transformation of Education and for this reason, due to the effective role it has in organizing and reforming the education system in the Islamic Republic of Iran, it is necessary to be reviewed continuely. This article aims to review the definition and goals of education that are mentioned in this document under the title of what is education and why is education and to remember some shortcomings that need to be reviwed and corrected. The method used in this research is criticism. The most important shortcomings in the section of "what is education" include ambiguity and problems in methodology, ambiguity and interference in key concepts and ambiguity in the concept of identity, and in the section of "why education", the most important shortcomings are: choosing inappropriate titles, ambiguity in the ultimate goal, lack of clarity in the general goal, arbitrarily staing intermediate goals, lack of documentary evidence of intermediate goals, lack of clarity regarding the relationship between intermediate goals and the overall goal, and lack of comprehensiveness of intermediate goals.
